'Had better' is an expression with a similar meaning to 'should', but it implies a little more urgency.  Even though 'had' is past tense, it refers to something in the future, waiting for a policeman in this case.  'Comes' is the correct word.

 

You had better wait until the policeman comes.

 

You should wait until the policeman comes.
