Is the phrase, "She makes."  a sentence?

No. That phrase is a sentence fragment. Although it does include a subject and a verb, it is unclear what she makes. At the least you would need a noun to serve as a direct object (it would answer the question "she makes what?"). The sentence would look something like "She makes dinner", at a minimum.

Thank you. Our 6th grade Language Arts teacher and myself thought that same thing too regarding the direct object. However, my 7th grade students tried to debate it, politely, saying it was a sentence since it had a subject and verb.
