Semicolons for lengthy list of items

If you have a lengthy paragraph listing numerous items with each item being lengthy themselves; but none of the items are independent and none of the items contain commas, is it proper to use commas to separate them or would you use semicolons or does it matter?

If each item does not include a comma, you can just use commas between each item.  The reason to use the semicolons is to avoid confusion with all the commas.  If each item is lengthy and without commas, there might still be some confusion.  Just make sure you are not being too wordy with each item.
