commas and question marks inside or outside of quoted words

 This is what I need help editing:

•                  Is it a “change,” or is it merely “revision” or “editing?”

Is the comma necessary after change? If so, is the rule to put the comma inside the quotation? Should the question mark go inside or outside of the quotations around editing?
