Which one is correct?

After months of hard work Phillip was able to release his own application

After months of hard work Phillip is able to release his own application

I am guessing "was" since the application was released at a specific date.

If the application has already been released, use 'was'.  If it has not been released but is now able to be released, use 'is'.
