predicate adjective?

In the sentence:

His stories are sentimental and full of interesting characters.

I know "sentimental" is a predicate adjective, but what about "full of interesting characters." Is it also a complement?

Can a phrase be a complement?

"full of interesting characters" is a prepostional phrase. I think it is a predicative noun.
