I don't know how to change this to an active voice

A sentence can almost always be made active when an action verb is used.


Whoever is assigned a work order should close it out when the work is completed, reviewed and approved.

If these are instructions, you can also make an imperative sentence.  This is used for commands, and the subject (you) is implied.  Close out the work order after it is completes, reviewed, and approved.
