Past Progressive Tense with "Arrive"

"I was washing dishes as you were arriving."  This simple statement ruffled quite a few feathers in class tonight.  Can "arrive" be used in the past progressive form?

There is no problem with 'arriving' in the past progressive tense.

The band was playing as the guests were arriving.
