What does this sentence mean, especially what does WHAT mean: WHO CONTROLS "WHAT" IN AFGHANISTAN?

When you have a situation of chaos, a question such as 'who does what?' means that you don't know what is going on, nor do you know who is in control.  'What' is a pronoun standing in for 'everything that is going on'.
