Which one is better?

Can we say: "water is rising slowly but surely" or water level is rising slowly but surely"? or we have to change another Subject!

The idiom is"slowly but surely."

If you want to use the idiom, there are two main possibilities.

 

Slowly but surely, the water level is rising.

or

The water level is rising slowly but surely.

I think the second one is more clear that the first.
