Passive voice is proper grammar, but active voice is generally prefered. There are two other errors in this sentence, however. Sentences should not start with numerals, and 'season' should be the adjective form, 'seasonal'. Changing this to active voice will eliminate the first error.

We have allocated $2.8 million of our excess inventory to future seasonal plans.
