'Hanged' is the archaic past tense of 'hang'. About the only usage it has today is in reference execution by hanging. 'Hung' is the prefered past tense, which will also be used in reference to execution. Stick with 'hung'.
I think the sentence would read better like this:
Maxine stood on a short step-ladder and hung a happy birthday banner on the wall below her school picture.
