scrap paper or scratch paper

I've been living in Italy for 32 years and can't remember if paper to be reused on the back side for unofficial business is referred to as scratch paper or scrap paper.

I've heard both, although I would consider 'scrap' paper the real/proper term, and 'scratch' paper to be a more colloquial derivative (people might 'scratch' notes—scribble—and the words are very similar).
