I would write it differently. I would start with the wire, but I would use 'cable'. 'Wire' makes me think of an electrical wire, and elevators (lifts) use cables. You've got three tenses going on in the sentence. I would put them all in the past tense.
The cable is believed to have snapped just before the lift reached the third floor, which brought the elevator crashing down.
