Such kind of expressions are accepted in poetry termed as "Transfered Epithet" but in prose style they are not regarded to be proper.
In prose adjectives are supposed to be placed with the noun they are modifying.
"Bob tossed the ugly, wrinkled and hopelessly out of style jacket in the garbage."
