Does this mean that it only covers up to vs Does this mean that it only cover up to?

I can't make much sense of the question, but 'it' is the subject, so 'covers' should be the verb.

Cover can be utilized if you insert the word "will." For example, "Does this mean that it will cover up to..." In this instance, "will" denotes action, and is a verb, which makes it acceptablel to utlize "cover" (singular).
