In this relative clause - can we use - has been awarded or have been awarded? Is the focus relating tot the boys or Ali?

The sentence should be 'Ali is one of the five boys who have been awarded the President's scholarship.'

Expanding on Scarlet's correct answer, 'Ali' is the subject, so 'is' is the correct verb there. 'Who' is the subject in the clause, and the antecedent (the word it stands for) is 'boys', so you need the plural 'have' there.
