Can I write"I went to the crowded stalls."? Thanks.

Sure.  This sentence meets all needs to be correct. 'I' is the subject, 'went' is the verb, and 'to the crowded stalls' is an adverbial prepositional phrase. 'To the crowded stalls' makes the sentence meaningful by answering the question 'Where?" Technically, 'I went.' is a complete sentence but doesn't give much information.
