In this context, 'couple' is a single entity, so the singular 'has' should be used. In other contexts, 'couple' may be plural, however. 'Couple' can mean two things and would take a plural verb.

The couple has a new baby.

A couple of cars were at the stoplight.

What about this sentence? The couple ''were or was'' found guilty.

If they were both charged and found guilty for the same charges, I would use the singular. If there is a question in your mind about something like this, rewrite the sentence to eliminate the problem. They were both found guilty.
