There's a question of clarity here. If, as a result of the services provided, the patients depend on the healthcare providers, the sentence should read:
"The services provided make it impossible for the patients not to depend on healthcare providers."
if, however, the patients cannot rely on the providers, the sentence should read:
"The services provided make it impossible for the patients to depend on the healthcare providers."
