Is the sentence 'she is as clever as he' correct?

It's not really a correct sentence. The words are OK, but a sentence begins with a capital letter and ends with a punctuation mark.

 

She is as clever as he.

The thing to remember with this kind of sentence is that the *subject* pronoun is correct:

 

"She is as clever as he."

 

Most speakers would probably say, "She is as clever as *him*" but that is incorrect.  Think of it this way:  The complete thought is "She is as clever as he (is clever)" and you realize that we wouldn't say "him* is clever"!
