Is that every sentence should have a verb or have any exception? Here is an example seems not: Seven Sisters father Atlas, chieftain of second generation Titans deities. Can someone help?

I'm not going to pretend to know anything about Greek Mythology, but I think the sentence may be better if written something like:

Atlas, a second generation Titan, was the father of the Seven Sisters.

To answer your question, yes, every sentence needs a verb and a subject.
