Another concern was "they want to sue us."

This is one of those sneaky times where "that" is actually appropriate to use, because the entire phrase "they want(ed) to sue us" is the whole concern, if you kept the phrase next to "was", then it automatically (when being completely literal like this of course) refers back to the subject in the main clause when it shoudl be a direct object instead.
A better way to phrase it would be:
Another concern we had was that they wanted to sue us.

This is what we call vague pronoun reference.
Better say ... Another concern was that the company (give a name) wants to sue us.
