The adjective "double" is describing the verb "experiencing". Consider changing the adjective to an adverb.
I do not see it this way, what I see is double to triple is describing the mortality rate. Am I incorrect?
See example:
This is due to smokers experiencing double to triple the mortality rate of non-smokers .
