I think the confusion comes from the modifier "which is the most essential tool in the nurse. . . ". Because of the verb 'is' is singular in number, it is unclear what the modifier refers to. Of course, you want the modifier to refer to the priviledges. To fix this, simply change 'is' to 'are'.
