is punctuation required at the end of a bullet point?

Generally no, as long as your bullet points really are bullet points. 

 

If your points are actually a couple of sentences long and puntuation has been used, I would include it at the end as well.

 

Eg.

Thing you need to slay a dragon:

  • Get a map
  • Recruit an Adventuring party
  • Assemble supplies

vs

 

Thing you need to slay a dragon:

  • Get a map. You will find one in the market. Make sure it's not a fake.
  • Recruit an Adventuring party. Good places to try are the Tavern and the Guilds. 
  • Assemble supplies. Don't forget rope and oil. You may also want a sword.
