Can I say: Cyclists add resistance on your bikes in increments whilst climbing over this hill

You can say it that way, if you are talking to people directly.  If you are talking to the cyclists, you don't need to say "cyclists".

 

Otherwise,

 

"Cyclists should add resistance to their bikes in increments while climbing over the hill."
