May follow by a preposition pharses?


"As these drugs must be asked for at the pharmacy dispensary, the pharmacist may at his discretion want to counsel the buyer". this sentense is in a handout of PTEC program at Selkirk college.


"at his discretion " is a preposition pharses, but it  is precededed by May ,  I would like to know this is correct according to grammer roles.

It is correct, but I would put a comma after 'may' and after 'discretion' in order to make it more clear.
