If the correct SI is km for kilometer
one kilometer = 1 km
What is the answer for two?
two kilometers = 2 kms or 2 km's ?
On road signs I think they only use "2 km" why is this?
And what is correct to say in England kilometer or kilometre?

The correct pluralisation of "km" is simply "km," without an "-s" and certainly without an apostrophe. No "-s" is used on abbreviations such as cm, m, mm, mi, yd, etc., either.
The correct British and Canadian spelling is "kilometre." Americans insist on using "kilometer."
