1. After wasting much water, he repaired the tap. In this sentence, water is an uncountable noun. Therefore, you must use much. 

2. How much paint do we need? is correct in grammar.

After wasting a lot of water is much more natural than After wasting much water...  Using much in a positive sentence is considered too formal.  In all other aspects, I agree with Ducdang's answer.
