i wrote a term paper on human services and every time i wrote human services is- the system would try to correct it and suggest are. but i was referring to the agency as a whole "human services" not many services

See example:

Human services is an essential part of many programs in America.

If you are refering to Human Services as an entity within an organization, it should be singular but capitalized. If you are refering to the generic service of humans, the verb should be based on whether service is plural or not.

Since you are not talking about many services, it should be human service. Please note that every sentence must begin with a capital letter, and the word "I" is always capitalized. There are no exceptions to these rules. Practice writing correctly, even when you think it doesn't matter. It always matters.
