I disagree with Michael's last statement, likely because I am an American English speaker and he is a British English speaker.  There are differences.  Here's how we look at it in the US:

 

The subject of the sentence is number.  That is a collective noun.  When you use the definite article (the) in front of number, it is a singular noun.  "The full number" is one number. 

 

That said, Michael's suggested rewrite is exactly what I would change it to.

Patty, on reflection "the full number ...is not received" would have been right, even in Britain! I stand corrected.

If all pages are not received is slightly more succinct.   Either way,  the word is are.
