Entertainment allowance or entertaining allowance

All the government officers get entertainment / entertaining allowance.

Which word is appropriate?

I believe that "entertainment" allowance is the better phrase. It communicates that the allowance is available for entertainment. "Entertaining allowance" could be seen as an allowance that itself is entertaining.

I agree with Katherine. Entertainment modifies allowance becoming a kind or type of allowance. An entertaining allowance would be one that the IRS uses at conventions - it is amusing.
