How do I correct the incorrect usage of infinitives with "to meet"?

See example:

As the Manager of Project and Partnership Development would draw on my ability identify niche needs, create a holistic approach to meet program objective while tapping into resources and building collaborative partnerships to achieve the agencies' objectives.

The problem here isn't with "to meet" but with how you introduced your skills.

 

As the Manager of Project and Partnership Development, I would draw on my abilities to identify niche needs and to create a holistic approach to meet program objectives, while tapping into resources and building collaborative partnerships to achieve the agencies' goals

 

Careful with agencies'. If you are referring to one agency's goals it should be written "agency's," if you are referring to more than one agency, try "agencies'."
