Two year ago we asked the Center of Applied Linguistics to evaluate our program and they recommended we separate languages to prevent this "language leakage".
If you were to write this for a British audience, "program" should be spelt programme.
If "language leakage" is a direct quote, it is fine to keep the quotation marks. If, however, it is a turn of phrase (or some jargon!), inverted commas should be used instead, 'language leakage'.
