So, In December 2008 – no need for so, and you shouldn’t capitalize In if it is not the first word of a sentence

2008 – you need a comma after the year

the former Prime Minister Kevin Rudd – his name needs to be an appositive, set off by commas – the former Prime Minister, Kevin Rudd,

‘The Road Home’ ‘A motivated goal was set by this white paper – delete the single quotation mark – motivated goal makes no sense, and you have a run-on sentence and an unnecessary passive verb – change it to ‘The Road Home,’ a white paper that set out

to decrease the population of homelessness into half by 2020to decrease homelessness by half by 2020

established on 2006 censusas identified in the 2006 census

In December 2008, the former Prime Minister, Kevin Rudd, introduced ‘The Road Home,' a white paper that set out to decrease homelessness by half by 2020 and offer reinforced housing to 105,000 homeless people in Australia as identified in the 2006 census .
