I need to know which sentence is grammatically correct (using Canadian spelling).  Any help would be greatly appericated.

Your second version is much clearer. I'd make a couple of updates, though:

  • Use a colon instead of semicolon after "Instincts." The second half of the sentence is an explanation of "Trust Your Instincts," rather than just an add-on to it.
  • Pluralize "an individual" and "self," since the policy will help more than one person.
  • Change "harm to" to "harming."

The BLANK policy encourages the campus community to Trust Your Instincts:  to recognize and report worrisome behaviour in order to help individuals at risk of harming themselves and others.
