There are several errors. 'Outcome' is the subject, and the outcome doesn't cause delusions, etc., rather these adverse effects are the outcome. I would replace 'outcome' with 'possible side effects.' I have also made 'someone' possessive which makes 'using' a noun (gerund). It is the using of the drug that causes the effects.

Possible side effects of someone's using this drug are delusions, confusion, and nervousness .
