Use of modifying adjective

If I say, "This applies to our key people and employees" does that imply that it applies to all employees or only key employees?

It's ambiguous, at best. Differentiating between people and employees adds to the confusion. I would choose either 'people' or 'employees'.

This applies to our key employees.
