None of these sentences is correct. 'It' is a pronoun and can be used with 'manufacturing', but 'manufacturing' is the wrong word to use here. 'Milk' is called an uncountable noun and should not be plural.

New technologies are making it possible to increase milk production.

or

New technologies are making it possible to increase the production of milk.
