Prepositional Phrases

Is a preposition that comes before a pronoun considered a functioning preposition?

Such as: "she looks at me"?

Or: "I say goodbye to my wife"?

Are these prepositional phrases?

"I left it at home"?

"for what seems like the millionth time"?

All prepositions function, when used correctly; your first question does not make any sense.

A prepositional phrase begins with a preposition and ends with a noun, pronoun, gerund, or clause, the "object" of the preposition. All four boldfaced phrases in your question are, thus, prepositional phrases.
