which pronoun to use with ethnicities?

Do I use "who" or "that" with ethnicities?

For example,  the Americans that eat a lot of fast food; or the Americans who eat a lot of fast food.

Whenever you are referring to people, you will use 'who'.

The Americans who eat a lot of fast food...

If you are referring to animals or inanimate object, you will use 'that'.

The dogs that were barking kept me awake last night.
