In a word, no. Your sentence does not have a verb in it, so it is just a fragment.

It can be corrected in several ways.

 

He could do nothing to inform me.

Here, I've added the verb 'do'.

 

He could not inform me.

I've changed the infinitive 'to inform' to 'inform' which is now a verb.
