Words like "therefore," "furthermore," and "however," are considered "asides" when they're put in the middle of the sentence -- they generally could be taken out the and the sentence would still say the same thing. When a part of the sentence could be removed without affecting its meaning, we enclose it in quotation marks, so your sentence would look like this: "We, therefore, recommend..."
