This is dependent clause, not a complete sentence .  It sets the stage for some sort of action to follow, but I don't know what that is. There are a couple of mistakes. It should be "bullying" and "learner's". I'm going to invent the last part of the sentence to give you an idea of the correct structure.

The effect of bullying on learner's performance at the secondary level in Namibia has made learning difficult.
