As Tide Water ( DIA 115) would like to open a separate account for their Saudi office but all the formalities like invoice submission, payment release etc. would be dealt by Dubai office.
Please advise procedure so we can expedite the process at our end.

Business transactions are considered formal. If a business opens an account with a vendor, there must be at least some formal activity going on. I would be specific about which activities will be perform by one office or the other (whichever list is shorter) and not use etcetera.
Your first sentence is an incomplete sentence.
Tide Water (DIA 115) would like to open a separate account for the Saudi office. Invoice submission and payment release will continue to be processed by the Dubai office.
