Which is correct at the end of a greeting?

If it is a business letter addressed to a unknown entity plus a non-endearing term (to) use a colon. For example: "To whom it may concern:"
If you make it more personal, either in business or personal letters, a comma is sufficient. For example: "Dear Tom, " or "Dear Selection Committee,"
