Hi. Can someone tell me how "unable to seriously threaten the West" is functioning in the sentence below? Thanks. I think it might be a participle phrase, descirbing how al Qaeda is on the run. Am i right??? "Peter Bergen says the evidence shows al Qaeda and its affiliates are on the run, unable to seriously threaten the West."
