As you have it written, it is not a complete sentence. I don't know the context of its use, but it would not be correct as written.

Since you mention that it is your title, I am wondering if you are writing a resume. A resume is usually full of incomplete sentences. That is fine, but any grammar checker will flag incomplete sentences.
