By the term "legalization" not only do we imply legalization by consulates but  Apostille certification also.



Is the above sentence correct?

I have no idea what Apostille means, but I will guess that it means some form of apostle in some sort of ecclesiastical jurisdictional sense.  Please check your dictionary.  Putting that confusion aside, and not fully understanding the context, here is my suggested revision:


Legalization must be approved by both the consulate and the apostlehood/apostleship.
